Jennifer Koehler, CEO of J. Koehler Consulting, LLC, is an attorney with over 17 years experience in policy development, legislative affairs, and government administration at both the state and local level. After serving eight years in Cook County government, Ms. Koehler served as Deputy General Counsel to the Governor, where she was responsible for managing legal issues arising out of all the state’s healthcare and social service agencies, including the Department of Healthcare and Family Services (the State's Medicaid agency) and the Department of Juvenile Justice.
Later, Ms. Koehler served as the first Executive Director of Get Covered Illinois (GCI) the official Illinois Health Insurance Marketplace established under the Affordable Care Act (ACA) from 2013 to 2015. As Executive Director, Ms. Koehler and her team established a statewide network of community-based enrollment specialists and enrolled nearly a million consumers in healthcare statewide, leading Illinois to exceed its federal enrollment goal by 52%.
Upon leaving public service, Ms. Koehler established J. Koehler Consulting, LLC, providing healthcare reform advice and government affairs strategy to corporate, government and nonprofit clients.

The JTDC Foundation fosters community involvement in the lives of youth in detention, raise public awareness of their challenge and support the therapeutic goal of the JTDC with respect and without judgment.
